「才上車就跌倒」　男撞斷牙控司機未停車
上個月初，台北市有人搭公車上班，前往輔大捷運站，由後門上車時，明明還沒站穩，司機竟關上門直接開走，指控對方害他跌倒摔傷，撞斷牙齒，客運業者回應，駕駛當時沒聽見乘客求救，根本不知情，不是故意不停車。


記者李潔：「乘客每天都會在這個公車站等公車上班，沒想到那天從後門上車之後，疑似沒有站穩跌倒受傷。」

受傷乘客陳先生：「這邊這個牙齒整個斷掉。」

受傷乘客拉開口罩露出傷口，吃東西還是相當疼痛，雖然牙齒拔了，但後續還得開刀治療。


這起事件發生在上個月6日早上六點多，29歲陳姓乘客當時身穿黃衣外套，從後門上車，由民族重慶北路口　搭往捷運輔大站，偏偏，剛走進車廂，車門隨即關閉，駕駛直踩油門　往前行駛。

受傷乘客陳先生：「我腳才剛踏上那個階梯，然後公車就直接門關起來急駛，我在車上整個大跌整個跌倒，我當下有講說我跌倒，然後司機似乎沒聽到，其他的乘客有跟司機反應說，有人跌倒了，但是司機仍然就是繼續開他的車。」

受傷的陳先生，平時在醫院擔任護佐，這回跌倒胸部與膝蓋挫傷，甚至撞斷左犬齒，只是業者反覆回看行車紀錄器，指出乘客下車走路的模樣，似乎沒有一跛一跛，要是牙齒真的撞斷了，怎麼沒用手摀著嘴　　。


客運業者王先生：「確實當下駕駛他是不知情的狀況之下，因為畢竟當下也都沒有人，有向駕駛反映說，有人受傷跌倒這樣子，甚至於說，這位陳情人到他下車的時候，我們整段哪裡便宜購物(影像)都有調閱，都沒有人來跟駕駛反映這個問題。」

雙方目前已經進入調解程序，但跌倒的位置，正好是監視器死角，無法拍下完整過程，相關責任與賠償該由誰承擔，乘客與業者各說各話。


 深澳電廠燃煤惹北北基空污、無助短期供電 環團籲直接退案

環保署14日將舉行第328次環評大會，其中將對目前以通過、重作環評兩案並陳的「深澳燃煤電廠」擴建案作出最後決定，12日環團召開記者會再次呼籲環署到時就直接退回此案。他們批判此案不但製造空污、破壞當地景觀與生態，更重要的是，最快2025年上線的期程，顯示深澳電廠其實也無助於近2、3年的供電危機，只是徒增未來北北基居民面臨空污問題。

深澳燃煤電廠1960年啟用，當時不但是台灣首座大型發電廠，也曾經是台灣發電量最大的發電廠，在2007年除役。原址原本計畫整建成超臨界壓力燃煤機組，也已通過環評，不過由於遭到基隆蕃仔澳當地漁民強力反對，深澳岬角卸煤專用碼頭的興建停擺中，至今電廠也尚未展開更新。台電因此在2017年提出環境影響差異分析報告受審。

面對過去台電以「不蓋會缺電」的說詞堅持擴建深澳燃煤電廠，環團綠色公民行動聯盟副秘書長洪申翰則提出估算，反駁說，即便2025年沒有深澳燃煤電廠，台灣也不可能缺電。而擴建深澳電廠的1000億，應該拿來改善電網調度、儲能設備、能源效率，因應綠電佔比提高後需要更好調度的狀況。「1000億拿來蓋電廠並不是好投資」洪申翰提醒。

洪申翰引台大風險中心所進行的模擬推估，指出不管尖峰負載成長力將有1.2％或是0.69％，也微調了近期政策可能變動的情境，包括第三接收站無法完成、麥寮電廠提前除役、離岸風電裝置目標量從3GW增為5.5GW等，都顯示不管有沒有深澳電廠，2025年後備用容量率都穩定維持在15%以上。

洪申翰強調，他們之所以沒有推估2024年之前，是因為即便深澳電廠如計畫執行，最快也是2025年以後才會上路，但是會供電吃緊的是近2、3年等待綠能上路的時間，深澳電廠是否興建其實無關這波危機。

目前台灣燃煤佔比為45.4％，政府計畫2025減煤至30％，但深澳電廠若如計畫上路，將在2026年增加500MW，因此環團質疑，此舉豈不等同讓減煤的規劃大開倒車。綠色和平專案主任蔡佩芸指出，深澳電廠的興建也將抵觸環保署與經濟部對溫室氣體管制的目標。

蔡佩芸表示，不但台灣自己將減少燃煤電廠的佔比，聯合國氣候變遷專門委員會也推估，若要全球升溫控制2˚C以內，全球的燃煤電廠必須在2050年前淘汰。蔡佩芸更強調，雖然台電聲稱高效率燃煤機組就能減少碳排，但實際比較不同發電方式的排碳強度，即便是目前最好的超超臨界燃煤機組，碳排比燃氣多1.7倍、再生能源19倍以上。

主婦聯盟周于萱指出，深澳電廠的興建將會影響北北基的生活品質，當冬季吹起東北季風，依序從九份金山、台北盆地、新北市板橋永和、甚至基隆都會蒙受空污，然而目前絕大多數的北北基居民都並不知道，若是深澳電廠擴建未來2、30年將要面對空污問題。

「深澳電廠將讓新北市這幾年的努力化為烏有！」新北市環保局簡任技正孫忠偉也到場呼應民間訴求，要求環署退回此案。孫忠偉強調，新北市拒絕台電將燃煤發電作為唯一的選項，應優先選擇乾淨或綠色能源，更重申新北市府今年1月已經宣布將停發生煤許可，不該由中央帶頭打破，這樣新北市未來如何繼續輔導工業及瀝青業對燃煤鍋爐進行改善與汰換？

孫忠偉憂心，新北市近幾年PM2.5濃度已經持續下降，年平均濃度從2013年的24.6微克／立方公尺，降至106年的17.1微克，但深澳電廠擴建後，依照台電自行評估，新北市的PM2.5日將平均增量1.933微克。
